Administrative:

Chairman Hans Klingzahn opens the meeting at 7:00 pm.

Roll call: Present: Hans Klingzahn, Cris Phillips, Matt Vetare,  Alternates Caitlin Brozier and Stephen Brown. Theresa Cuchelo arrived at 7:05 pm. Absent: Reylene VanGeldern Also present:  Pete Phillips: Deputy Mayor and Liaison to the Planning Board, Sarah Brown , Village Planner, Larry Paggi, Village Engineer and Don Van Nostrand, Board Secretary.

Chairman Klingzahn entertains a motion to accept the minutes for the meeting held on October   27, 2016. Motion made by Cris Phillips to approve. Motion seconded by, Matt Vetare. Discussion none, all in favor, Aye. Motion carried.

 

Review:                

          1. Caliber Home Loans             - 1012 Main Street           - Sign Permit Application

              Applicant:                              -  Jessica Mckeon             - Fast Signs ( Authorized Representative)

                                                                                                            1839 South Road

                                                                                                            Wappingers Falls, NY 12590

           Chairman Klingzahn reads a letter (on file) from Tom VanTine, Code Enforcement Officer

           stating that both signs being presented are in compliance with Village code and entertains

           a motion on the sign designated as 1A.                                                                                       

           Cris Phillips moves to approve the wall mounted sign for Caliber Home Loans as per the

           application. Motion seconded by Matt Vetare. Discussion none, all in favor. Aye. Motion carried.

           Chairman Klingzahn entertains a motion on the monument sign.

           Matt Vetare makes a motion to approve the Caliber Home Loans sign designated as 1B for the

           directory sign as per application. Motion seconded by Cris Phillips. Discussion none, all in favor.

           Aye, motion carried.      

 

          2. Mattress Firm                        - 11 Merritt Blvd               - Sign Permit Application

              Applicant:                              -  Grace Ruseskas              - Gloede Neon Signs

          Chairman Klingzahn stated that the original application submitted for the building mounted sign

          was for 49 square feet and was denied by the Code Enforcement Officer, Tom VanTine.

          The application was revised to 44.5 square feet which is in compliance with the Village code

          and is now submitted to the board for review. Both signs labeled A&B are in compliance.   

          Chairman Klingzahn entertains a motion on the building mounted sign.

          Cris Phillips moves to approve signage for Mattress Firm, application 2A at 11 Merritt Blvd

          as presented. Motion seconded a motion to accept the monument sign for 584 Route 9 as per

          application. Motion seconded by Matt Vetare. Discussion none, all in favor, Aye. Motion carried.

          Chairman Klingzahn entertains a motion on the second sign which is a double sided free

          standing sign.

          Matt Vetare moves to approve the application 2B for Mattress Firm. Motion seconded by

          Cris Phillips. Discussion none, all in favor, Aye. Motion carried.        

          

          3. Dutchess Biercafé                          - 1097-1099 Main St                  - Site Plan

              Applicant:                                      - Areyh Siegel                             - Areyh Siegel, Architect

                                                                       - Nick Fortunno                         - Business Owner

 

            Architect Areyh Siegel updated the board on the progress of the planning process since

            the last meeting held on October 27, 2016. Revised plans were submitted based on the

            comments received from the board meeting last month.

             Chairman Klingzahn reads a letter (on file) from Board Attorney Victoria Polidoro on

             easements and stating the legal obligations of the property owner prior to the planning

             board approving the application.

            Sara Brown reviewed her comment letter (on file) on the project and addressed the easement

            concerns and the letter from Code Enforcement Officer Tom VanTine that because of the

            outdoor sales law the food truck is not allowed in the VCBD district.

            Larry Paggi reviewed his comment letter (on file) with concerns on delivery trucks and

            verifying that the pavers are suitable for the traffic. No major problems identified at this

            time.

            Chairman Klingzahn stated that the legal documents have to be taken care of before the

            application process can be moved forward.

 

            4. Promenade Senior Living               - 542 Route 9                           - Discussion

            Steven M. Lautner, Chief Executive Officer of Promenade Senior Living and Attorney

            Jennifer Vantuyl presented an overview of a proposed Senior Assisted Living project

            located at 542 Route 9. Plans were to submit applications to the board in the near

            future.
