Mayor opens Public Hearing for Bill I-2013, a proposed local law to permit the sale of motor vehicles on residential lots,

Mayor gives summary of bill and opens for comments. No comments

Mayor closed Public hearing for Bill I-2013 and opens Public Hearing for bill J-2013 a local law to amend the time limits on noise restrictions in the Village Code and opens for comments

Board discusses issues to be addressed in the bill regarding time restriction conflicts and types of noise, etc.

Deputy Mayor Phillips moves to adjourn the public hearing, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

 

Mayor opens the regular Village Board meeting.

Pledge of Allegiance

Present: Mayor Miccio, Deputy Mayor Phillips, Trustees Newhard, and Brozier, Clerk Angela Arasim, Absent is Trustee Ferrara

Mayor entertains motion to accept the minutes of the November 4th meeting So Move Deputy Mayor Phillips, Seconded Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

Mayor reads abstracts:

General $44,540.46

Water $22,121.77

Sewer $10,405.52

Capital Project Firehouse $97,780.07

Mayor entertains motion to approve abstracts as read, So Move Trustee Newhard, Seconded, Trustee Brozier, discussion, none, all in favor, Aye.

Mayor reads resolution regarding Bills K and L-2013 to set public hearing for December 17th at 7pm and entertains motion to accept as read, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

Mayor entertains motion to set a public hearing on December 17th for Bill M-2012 a proposed local law to extend the moratorium on demolition permits, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

Mayor reads water and sewer warrant for the 3rd quarter in the amount of $644.653.24 an entertains motion to accept as read, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, All in favor, Aye. Motion carried

Stan Saya, Fishkill Reformed Church is present to discuss removing a tree located on Rt 52 which the roots are pushing up the sidewalk.

Deputy Mayor Phillips moves to give permission to the NYS DOT to take down the tree, then Deputy Mayor rescinds motion as stated and Moves to allow the tree, as described, to be taken down, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried.

Mayor entertains motion to adopt Bill I-2013 as local law 9-2013, So Move, Trustee Brozier, Seconded, Deputy Mayor Phillips, discussion, none, all in favor, Aye.

No action taken on Bill J-2013

Mayor reads resolution regarding the sale of Police Vehicle to Town of Hyde Park and entertains motion to accept as read, So Move Deputy Mayor Phillips, Seconded, Trustee Brozier, discussion, none, All in favor, Aye. Motion carried.

Mayor reads resolution regarding overnight parking fees at the Givens Lane municipal parking lot and entertains motion to accept as read, So Move Deputy Mayor Phillips, Seconded, Trustee Brozier, discussion, none, all in favor, Aye.

REPORTS

BLDG INSPECTOR REPORT:  Read by Tom Vantine

Mayor entertains motion to allow Tom Vantine to pursue structural engineer, Peter Celella of Szewczak Associates, to submit a report on 64 Jackson Street, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.

FIRE: No report

JUSTICE: Mayor reads report submitted by Court Clerk; on file.

POLICE: Commissioner Glenn Scofield reads report

Commissioner Scofield reads a resignation letter from Roland Reick, Deputy Mayor Phillips moves to accept letter as submitted (effective Dec. 1, 2013), Seconded, Trustee Brozier, Discussion, All in favor, Aye. Motion carried.

WATER AND SEWER: Mayor reads report as submitted by Dave Morrison, water and sewer Superintendent; on file.
