Chairman Hans Klingzahn opens the meeting at 7:00 pm.                  

Roll call: Present: Hans Klingzahn, Cris Phillips, Theresa Cuchelo, Reylene VanGeldern, Hilary Roberto and Matt Vetare. Absent: Stephanie Renino. Also present: Pete Phillips, Deputy Mayor and Liaison to the Planning Board,  Sarah Brown, Village Planner, Christian Paggi, Village Engineer, Tom VanTine, Building Inspector, Brandon Knapp, Protection Engine Fire Dept. and Don Van Nostrand, Board Secretary.

Chairman Klingzahn established that there was a quorum and  announced that alternate Matt Vetare would be a voting member tonight in place of Stepahnie Renino who was absent.

Chairman Klingzahn entertains a motion to approve the minutes for the meeting held on February 19, 2015. Motion by Cris Phillips to approve and seconded by Theresa Cuchelo

Votes for: 5 Votes against: 0 Motion carried.


Public Hearing:          

1.  None


            1. The Dutchess Biercafe     - 1097 Main Street                - Sign application

                Applicant:                         - Jessica Forlano                   - Business Owner


Cris Phillips moves to accept the sign application for The Dutchess Biercafe located at 1097 Main Street.  Motion seconded by Reylene VanGeldern Votes for: 5 Votes against: 0 Motion carried.


            2. George Follini Jr. CPA     - 701-703 Route 9                - Sign Application           

                Applicant:                          - George Follini Jr.              - Business Owner


Theresa Cuchelo moves to accept the sign application for George Follini Jr. CPA located at 701- 703 Route 9. Motion seconded by Cris Phillips. Votes for: 5 Votes against: 0 Motion carried.


           3. Village Shoppes                   - 701-703 Route 9               - Sign Application

               Applicant:                            - George Follini Jr.            - Representing Bldg Owner- Nick Citera


    Tom VanTine, Building Inspector explains to the board that the property owner, Nick Citera

    would remove the Pizza Shop sign and would allow the new tenant to take that space. The overall    

    size and color would stay the same.

Cris Phillips moves to approve the tower sign for Village Shoppes as per application. Motion seconded by Reylene VanGeldern. Votes for: 5 Votes against: 0 Motion carried.


          4. On-A-Stick Bakery            - 1004 Main Street                 - Sign Application

              Applicant:                           - Laura Berberich                 - Business Owner


Theresa Cuchelo moves to accept the sign for On-A-Stick Bakery at 1004 Main Street as per application. Motion seconded by Cris Phillips. Votes for: 5 Votes against: 0 Motion carried.


         5. Jackson Crossing                 - 71 & 75 Jackson St             - Certificate of Appropriateness

             Applicant:                             - Eric Neiler                          - Tinkelman Architects


           Eric Neiler presented the lighting plan, proposed fencing, planting plan and color samples for the proposed buildings and existing carriage house.

           The board reviewed the colors for the existing carriage house and agreed on the color sample Everlasting #7.

           Eric Neiler agreed to provide a sample of the fencing to be put on file at the Village Hall.

Cris Phillips moves to approve a Certificate of Appropriateness for Jackson Crossing located at71 & 75 Jackson Street as per the application and discussion. Motion seconded by Reylene VanGeldern. Motion for: 5 Votes against: 0 Motion carried.


         6. Ross Apartments                 - 12 North Street                      - Site Plan Application

                                                                                                              - Special Use Permit


            Applicant:                              - Ciro Interante                       - Interante Architects

                                                            - Bill Ross Jr                            - Property Owner


            Christian Paggi, Paggi Engineering covered his comment letter (on file) on the project and addressed the flood plain issue and the letter received from FEMA stating that the property is outside the flood plain.

            Brandon Knapp, Protection Engine Firehouse addressed fire protection requirements and requested a walkthrough of the property which the applicants agreed to.

           Sarah Brown, Village Planner reviewed her comment letter (on file) and stated that a public hearing would need to be set up since a Special Use Permit is required. Also, a Certificate of Appropriateness Application would also have to be submitted because the property is in the Village Historic Preservation Overlay Zone. Sarah also informed the applicant that a recreation fee for each residential unit would be required.

          Tom VanTine, Building Inspector informed the applicants that the fee would be $5000 per unit.

          Sarah Brown informed the board that this application would not have to be referred to Dutchess County Planning because of the location of the property.

Chairman Klingzahn entertains a motion to set a public hearing for Ross Apartments for the next meeting to be held on April 16, 2015.

Cris Phillips: So moved. Motion seconded by Theresa Cuchelo. Votes for: 5 Votes against: 0     Motion carried.


Chairman Klingzahn informs the board members that a training course will be held on March 26 at the Village Hall on Zoning. Sarah Brown will be the instructor.


Chairman Klingzahn entertains a motion to close the meeting.

Motion by: Theresa Cuchelo; Seconded by: Reylene VanGeldern; Votes for: 5 Votes against: 0 Motion carried. Meeting adjourned.
