9/15/16 Planning Board Minutes

Administrative:

Chairman Hans Klingzahn opens the meeting at 7:00 pm and announces that alternate member Matt Vetare has been promoted to a full voting member filling a vacant seat. Also, Caitlin Brozier and Stephen Brown have been named as new alternate members of the board.

Roll call: Present: Hans Klingzahn, Cris Phillips, Reylene VanGeldern and Matt Vetare. Alternate Caitlin Brozier. Absent: Theresa Cuchelo. Also present: Pete Phillips, Deputy Mayor and liaison to the Planning Board, Sarah Brown , Village Planner, Christian Paggi, Paggi Engineering and Don Van Nostrand, Board Secretary.

Chairman Klingzahn entertains a motion to accept the minutes for the meeting held on August 18, 2016. Motion made by Cris Phillips to approve. Seconded by, Reylene VanGeldern, discussion none, all in favor, Aye. Motion carried.

Review:

             Not present and placed later on the agenda.

 

          2. MHV Federal CU                   - 584 Route 9                     - Sign Permit Application

          Chairman Klingzahn reads a letter (on file) from Tom VanTine, Code Enforcement Officer

          stating that both signs presented are in compliance with Village Code.

 

          Chairman Klingzahn entertains a motion on the sign labeled 2A on the application. Cris

          Phillips moves to approve the sign permit for sign 2A for MHV Federal Credit Union as

          presented. Motion seconded by Matt Vetare. Discussion none, all in favor, Aye. Motion carried.

 

          Chairman Klingzahn entertains a motion on the sign labeled 2B on the application. Matt

          Vetare makes a motion to approve the sign labeled 2B for MHV Federal Credit Union.

          Motion seconded by Reylene VanGeldern. Discussion none, all in favor, Aye. Motion carried.

 

          3. Dutchess Biercafe                     - 1097- 1099 Main St          - Site Plan, Certificate of

                                                                                                                  Beacon, NY

 

          Architect Aryeh Siegel represented the applicants and gave an overview of the project

          located at 1097 and 1099 Main Street next to Village Hall. The two buildings are on

          separate parcels and the applicant is proposing to put the two together and to extend

          the restaurant in the back. They are also proposing to put additional outdoor seating.

          Village Planner, Sarah Brown reviewed her letter (on file) to the board on the project.

          Christian Paggi, Village Engineering asked for water and sewer demand calculations for the

          project. Also, will need to see the upgrades for the buildings, backflow preventions and any

          additional drainage. Also, would need to know where the location of the proposed truck

          would be located.

          Since a number of questions were raised by the board members and consultants the

         applicant was asked to return at a future meeting.

           Chairman Klingzahn reads a letter from Tom VanTine stating that the sign complies with the Village code and entertains a motion.

           Reylene VanGeldern makes a motion to approve the sign for Scott Trade. Motion seconded by Matt Vetare. Discussion none, all in favor, Aye.

           Motion carried.
