Mayor opens public hearing for Bill C-2015 – a proposed local law to Amend the Parking and Traffic Regulations in the Village Code

Mayor gives summary of proposed law and opens it up to the public

Mayor closes public hearing and opens regular meeting

Pledge of Allegiance

Present: Mayor Miccio, Deputy Mayor Phillips, Trustees Newhard and Ferrara, Village Clerk Angela Arasim, Absent is Trustee Brozier

Mayor entertains motion to approve the minutes of the June 1st meeting, So Move, Trustee Ferrara, Seconded Deputy Mayor Phillips, Discussion, none, all in favor, Aye. Motion carried.

Mayor reads abstracts:

General Fund: $71,883.70

Water-$11,564.54

Sewer-$6,552.05

Cap. Projects Village Hall renovations $2,043.9

Cap. Projects Rt. 9 Water Improvement $17,731.02

Trust & Agency-$19.50

Trustee Ferrara moves to accept abstracts as read, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.  Motion Carried

Trustee Ferrara moves to appoint Greg Gomes to Zoning Board as a regular member, from alternate position; also to have Ann Marie Trost fill in for Greg Gomes while he is on military leave, Seconded, Deputy Mayor Phillips, discussion, none, all in favor, Aye. Motion carried.

Mayor entertains motion to adopt Bill C-2015 as Local Law 3-2015, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, none, all in favor, Aye. Motion carried, Clerk to forward to Secretary of State.

Mayor reads resolution setting a public hearing for Bill D-2015 for July 27th at 7pm, a proposed local law to extend by 3 months the moratorium on site plan and special permit in the Planned Industry District and on the issuance of building permits for solar panel and wind turbine installation in all Districts of the Village, and entertains motion to accept as read, So Move Trustee Ferrara, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.  Motion carried

Mayor entertains motion to change the July 20th meeting to July 27th, So Move Trustee Ferrara, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.  Motion carried.

REPORTS

Building Inspector: Mayor reads report as submitted by Tom Vantine, on file

Fire: Chief Brandon Knapp read report, on file.

Mayor reads membership report as submitted by Protection Engine Co. No. 1 Recording Secretary; Associate Membership Joseph L. Bensaia. Trustee Ferrara Moves to accept as read, Seconded, Trustee Newhard, discussion, none, all in favor, Aye. Deputy Mayor Phillips abstains from vote. Carried.

Court: Mayor reads report as submitted by Court Clerk, on file.

Police: Lt. Goddard reads report, on file.

Water/Sewer: Dave Morrison reads report, on file

Mayor entertains motion to authorize Village Attorney to raise the Route 9 water improvements BAN from $1,140,000 to $1,265,000, So Move Deputy Mayor Phillips, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.

Project Coordinator report read by Rad Wilson

Bid results for Renovation of Van Wyck Hall, Roof and Façade are discussed. Only one bid received from Cornerstone Restoration, which came in too high.

Mayor entertains motion to reject and rebid project, So Move Trustee Ferrara, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.  Motion carried.

Mayor reads resolution authorizing the Village to execute the 2016-2018 D.C. Urban County Consortium Requalification ballot and the amendment to the existing cooperation agreement dated June 29, 2000 with the County of Dutchess for the purpose of undertaking community development block grant and home investment programs pursuant to Title I of the Housing and Community Development Act of 1974, as amended, and Title II of the National Affordable Housing Act of 1990, as amended.

Trustee Newhard Moves to accept resolution as read, Seconded, Deputy Mayor Phillips, Discussion, none, all in favor, Aye.  Motion carried.

Mayor entertains motion to authorize him to sign the Amendment to the Cooperation Agreement, So Move, Deputy Mayor Phillips, Seconded, Trustee Newhard, Discussion, None, all in favor, Aye.  Motion carried

Trustee Ferrara recommends that a committee be formed to look at the continuance of expanding the land area in the park. Committee to be Angelo Ferrara, Tom Vantine, Dave Morrison, Trudi Newhard and Rad Wilson.

Deputy Mayor Phillips moves to adjourn, seconded, Trustee Newhard, discussion, none, all in favor, Aye.  7:50 pm
