Mayor opens the regular Board meeting.

Pledge of Allegiance

Present: Mayor Miccio, Deputy Mayor Phillips, Trustees Ferrara, Brozier and Newhard, Village Clerk Angela Arasim

Mayor entertains motion to accept the minutes of the March 4th meeting So Move Trustee Ferrara, Seconded Deputy Mayor Phillips, none, all in favor, Aye,

Mayor reads abstracts:

General $41,855.93

Water $17,180.52

Sewer $10667.08

Cap. Projects Firehouse Renovation $47,179.25

Cap. Projects Village Hall Renovation $1,490

Trust & Agency $1,510

Mayor entertains motion to approve abstracts as read, So Move Trustee Ferrara, Seconded, Trustee Newhard, discussion, none, all in favor, Aye.

Mayor entertains motion to approve mass gathering permit application submitted by the Fishkill Business Association for the May 18th Block party, So Move Deputy Mayor Phillips, Seconded, Trustee Ferrara, discussion, none, all in favor, Aye. Motion carried.

Mayor states that on May 19th at 3pm, there will be a dedication of the Village Clock to the Memory of Bill Sohan

Mayor entertains motion to rescind the open container law for the May 18th Block party, from 6pm to 10pm, So Move Deputy Mayor Phillips, Seconded, Trustee Ferrara, discussion, only on Main Street from Church to Robinson, all in favor, Aye..  Motion carried.

Mayor reads letter from Justice court stating Angela Arasim, as deputy Court Clerk, will make all deposits for the Village Court.

Deputy Mayor Phillips moves to bring back to the table the demolition permit application submitted by Jackson Crossing, Seconded, Trustee Newhard, discussion, Mayor states that the next item will be to set a public hearing for proposed local law to amend the demolition law as the law does not state that buildings must be replicated, all in favor, Aye.  Motion carried.

Deputy Mayor Phillips moves to deny the demolition permit application submitted by Jackson Crossing, Seconded, Trustee Brozier, discussion, none, All in favor, Aye. Motion carried

Mayor entertains a motion to set a public hearing on April 1st at 7pm for the purpose of Bill C-2013, a proposed local law to set a 6 month moratorium on demolition within the Village historic overlay district, So Move, Trustee Brozier, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

Mayor reads budget amendments submitted by Village Treasurer and entertains a motion to approve as read, So Move, Trustee Ferrara, Seconded, Trustee Newhard, discussion, none, All in favor, Aye. Motion carried

Mayor entertains a motion to change the May workshop meeting from the 6th at 7pm to the 8th at 7pm, So move, Trustee Ferrara, Seconded, Deputy Mayor Phillips, discussion, none, All in favor, Aye. ATTORNEY

Greg Supple has the contracts for the firehouse renovation and will review them.

Deputy Mayor Phillips moves to authorize Rad Wilson to sign the contracts once Greg Supple has reviewed them, Seconded, Trustee Ferrara, discussion, none, All in favor, Aye. Motion carried

REPORTS

BLDG INSPECTOR REPORT:  Tom Vantine reads report, on file. 

FIRE: No report submitted

JUSTICE: Mayor reads report submitted by Court Clerk, on file.

POLICE: Commissioner Glenn Scofield reads report, on file.

WATER AND SEWER: Mayor reads report as submitted by Dave Morrison, water and sewer Superintendent, on file.

Mayor entertains a motion to authorize him to sign the agreement with Delaware Engineering to enter into an agreement for a rate study not to exceed $15,000, So Move Trustee Newhard, Seconded, Trustee Brozier, discussion, none, All in favor, Aye. Motion carried

Mayor entertains motion to approve payment of $747.48 to water customer that had damage done to hot water heater coil from the changeover to new pump station, So Move Trustee Newhard, Seconded, Deputy Mayor Phillips, discussion none, All in favor, Aye. Motion carried
