Meeting Minutes

May 21, 2015                                                  

Administrative:

Chairman Hans Klingzahn opens the meeting at 7:00 pm.           

Roll call: Present: Hans Klingzahn, Cris Phillips, Stephanie Renino, Reylene VanGeldern, and Matt Vetare. Absent: Hilary Roberto and Theresa Cuchelo. Also present: Larry Paggi, Village Engineer, Brandon Knapp, Protection Engine Fire Dept., Tom VanTine, Building Inspector and Don Van Nostrand, Board Secretary.

Chairman Klingzahn establishes that there is a quorum.

Chairman Klingzahn entertains a motion to approve the minutes for the meeting held on April 16, 2015. Motion by Cris Phillips to approve and seconded by Reylene VanGeldern.

Votes for: 5 Votes against: 0 Motion carried.

 

Chairman Klingzahn announces that before the board reviews the agenda items there are three renewals for sidewalk cafés before the board. The three are Eleven/Eleven, Tomato Café and Locanda Trattoria.

Tom VanTine, Building Inspector/Code Enforcement Officer explains to the board the procedure for granting yearly sidewalk café approval for restaurants on public property.

Cris Phillips moves to approve the renewal of the seasonal sidewalk café applications for Eleven/Eleven, Tomato Café and Trattoria Locanda for the season of 2015. Motion seconded by Matt Vetare. Votes for: 5 Votes against: 0 Motion carried. 

 

Board member Theresa Cuchelo joins the board at 7:10 pm.

 

Review:

 

            1. Dawn Arciola                        - 48 Broad Street                  - Certificate of Appropriateness

                Applicant:                             - Dawn Arciola                      - Home Owner

            Stephanie Renino moves to approve a certificate of appropriateness for 48 Broad Street as per

            application.  Motion seconded by Cris Phillips Votes for: 5 Votes against: 0 Motion carried.

           

            2. The Dutchess Biercafe          - 1097 Main Street                - Seasonal Café Application

                Applicant:                              - Nick Forlano                       - Business Owner

          Theresa Cuchelo moves to accept the outdoor seasonal café application for The Dutchess

          Biercafe located at 1097 Main Street as per application. Motion seconded by Cris Phillips.

          Votes for: 5 Votes against: 0 Motion Carried.

 

          3. Domo Sushi, Inc                        - 1140 Main Street                    - Seasonal Café Application

              Applicant:                                  - Sonyo Song                             - Business Owner

          Reylene VanGeldern makes a motion to approve the seasonal café application for the two

          tables to be placed in front of Domo Sushi. Motion seconded by Cris Phillips. Votes for: 5

          Votes against: 0 Motion carried.                                                  

 

            4. Thurston Café                        - 1003 Main Street                - Site Plan Application

                Applicant:                               - Chris Lapine                       - Chazen Company

                                                                 - Ray VanVoorhis                 - Liscum, McCormack

                                                                                                                   VanVoorhis Architects

            Chris Lapine presented the plans for a proposed café to replace the law offices located at

            1003 Main Street and adding a 322 square foot addition to accommodate a kitchen for the café.

            The applicant is hoping that the board would allow itself to circulate to be lead agency on this

            project.

            Ray VanVoorhis presented a conceptual architectural drawing of the proposed building.

            Chairman Klingzahn read Sarah Brown’s (Village Planner) comment letter (on file) which

            requested the applicant to forward any easements on the property to the Village Attorney

            Greg Supple.

            Larry Paggi, Village Engineer covered his comment letter (on file).

           Chairman Klingzahn entertains a motion for the board to circulate to become lead agency.

           The interested parties would be Dutchess County Planning, New York State Department

           of Transportation and the Village of Fishkill Board. 

           Cris Phillips, so moved. Motion seconded by Theresa Cuchelo. Votes for: 5 Votes against: 0

           Motion carried.                        

          The application will be scheduled for a future meeting.        

 

          Chairman Klingzahn entertains a motion to close the meeting.

         Motion by: Reylene VanGeldern, Seconded by: Stephanie Renino

          Votes for: 5 Votes against: 0 Motion carried. Meeting adjourned.
