Administrative:

Chairman Hans Klingzahn opens the meeting at 7:00 pm.                                                           

Roll call: Present: Hans Klingzahn, Cris Phillips, Stepanie Renino, Reylene VanGeldern, and Matt Vetare. Absent: Theresa Cuchelo and Hilary Roberto. Also present: Pete Phillips, Deputy Mayor and Liaison to the Planning Board,  Sarah Brown, Village Planner, Jamie DiMattia, representing Paggi  Engineering, Greg Supple, Attorney, Tom VanTine, Building Inspector, Brandon Knapp, Protection Engine Fire Dept. and Don Van Nostrand, Board Secretary.

Chairman Klingzahn established that there was a quorum.

Chairman Klingzahn entertains a motion to approve the minutes for the meeting held on March 19, 2015. Motion by Cris Phillips to approve and seconded by Reylene VanGeldern.

Votes for: 5 Votes against: 0 Motion carried.

Theresa Cuchelo joined the board at 7:08 pm.

 

Review:

            Cris Phillips moves to approve a certificate of appropriateness for the Cuchelo home at 9 Cary        

            Avenue as presented. Motion seconded by Stephanie Renino. Votes for: 5 Votes against: 0 Motion                  

            carried.

                               

            2. Tao Spa Massage & Facial   - 701-703 Route 9                - Sign Application           

                Applicant:                              - Jiong Chen                        - Business Owner

                                                            

           Theresa Cuchelo moves to accept the sign application for Tao Spa Massage & Facial as presented.

           Motion seconded by Cris Phillips. Votes for: 5 Votes against: 0 Motion carried.

 

            3. Journey on Gifts & Antiques - 8 Church Street             - Sign Application

               Applicant:                                 - Amy Berg                       - Business Owner

 

 

    Cris Phillips moves to approve the sign permit and lighting for 8 Church Street Ste 2. Motion

    seconded by Reylene VanGeldern. Votes for: 5 Votes against: 0 Motion carried.

    

          4. E-Z Flow Gutters, LLC     - 1059 Main Street                 - Certificate of Appropriateness

              Applicant:                           - Robert Menschler               - Business Owner

          

          Stephanie Renino moves to approve a certificate of appropriateness for E-Z Flow Gutters located       

          at 1059 Main Street as per application. Motion seconded by Theresa Cuchelo. Votes for: 5 Votes

          against: 0 Motion carried.

 

Public Hearing:

 

          Chairman Klingzahn entertains a motion to open the public hearing for Ross Apartments and

          announced that if anyone from the public would like to speak to sign in at the podium.                    

 

          Cris Phillips, so moved. Motion seconded by Theresa Cuchelo. Votes for: 5 Votes against: 0

          Motion carried.

 

        1. Ross Apartments                 - 12 North Street                     - Site Plan Application

            Applicant:                              - Ciro Interrante                    - Interrante Architects

                                                            - Bill Ross Jr                           - Property Owner

 

          Ciro Interrante presented the plans for the project to the board and public.

 

          No comments were made by the public.

 

          Chairman Klingzahn entertains a motion to close the public hearing.

 

          Cris Phillips, so moved. Motion seconded by Reylene VanGeldern. Votes for: 5 Votes against: 0

          Motion carried.

 

         Jamie DiMattia, Paggi Engineering stated that there were no open engineering issues.

 

         Sarah Brown, Village Planner reviewed a prepared resolution (on file) which would grant

         approval for the Certificate of Appropriateness, Special Use Permit and Site Plan approval.

 

         Chairman Klingzahn entertains a motion on the resolution.

 

         Reylene VanGeldern makes a motion to accept the resolution for the Site Plan, Special Use

         Permit, Certificate of Appropriateness and the noted amendments. Motion seconded by

         Cris Phillips. Votes for: 5 Votes against: 0 Motion carried.    

 

Review:

 

      5. Vanikiotis Retail/Office Dev   - Route 9                    - Site Plan Application

 

       Applicant:                                    - Steve Tinkelman     - Tinkelman Architects

                                                             - Bob Turner              - Tinkelman Architects

                                                             - Dino Vanikiotis        - Business Owner

 

       Steve Tinkelman updated the board on the project since the last time the application was before the     

       Board on July 17, 2014. He noted that the project was before the Zoning Board and a variance was

       granted. The project is a little different from what the board saw the last time whereas the design

       and size of the building has changed but the basic layout of the project is consistent with what the

       board saw with the last iteration. The building is a mixed use and at this time there are no tenants 

       to bring forth.

 

       Village Attorney Greg Supple requested that an easement for the adjoining Red Line Diner

        property be presented for his review and that it be in recordable form.

 

        Jamie DiMattia, Paggi Engineering covered the engineering comment letter (on file) and the    

        Stormwater Maintenance Agreement.

 

        Sarah Brown, Village Planner reviewed her comment letter (on file).

 

        Attorney Greg Supple stated that a title search should be started on George Carter Way and a

        draft of the Stormwater Maintenance Agreement should be underway.

 

        The application will be scheduled for a future meeting.

 

Chairman Klingzahn informed the board that there is a training course scheduled for May 14th

Larry Paggi, Village Engineer will be conducting a two hour course on plans and drawings.

 

Chairman Klingzahn entertains a motion to close the meeting.
